Yes. Paid, skilled work in TEER 0, 1, 2 or 3 from the last 10 years counts as foreign experience, with at least one year continuous for the Federal Skilled Worker Program. For CRS it adds up to 50 points, but only combined with strong language results or Canadian experience.
IRCC asks for proof of work experience such as a reference letter from each employer. Make sure it is on company letterhead and shows your job title, exact dates, hours per week, salary and main duties. The duties must match the lead statement and most main duties of the NOC you claim.
One from the UAE and one from every other country where you lived six months in a row or longer in the last 10 years since 18. That usually means your home country too. IRCC suggests requesting them once your profile is in the pool, because some countries are slow.
Only once it is paid into your account. IRCC counts money that is available to you when you apply and when the visa is issued, shown in a bank letter with your six-month average balance. An unpaid gratuity is not in any account yet, and borrowed money never counts.
You need one clearance from any emirate. Apply in person at the police in your emirate, online through Dubai Police, or at a UAE embassy if you have left. A friend, relative or colleague in the UAE with power of attorney can apply for you.
