Canadian applications from the Philippines rely on a short list of local documents. The NBI clearance and PSA records cause the most delays when they are not done exactly the way the Manila office asks.

Apply online or at any NBI office. For study and work permits, Manila wants the original issued within three months, with dry seal and thumbprint; a personal copy is refused. Clearances are picked up in person unless you live abroad, in which case the NBI mails them.
Your PSA birth certificate, a PSA marriage certificate if married or a CENOMAR if single, and PSA death certificates where relevant. The Manila family class checklist requires Philippine-issued birth, marriage and death certificates to be authenticated by the PSA. Request extra copies, since you may need them for several applications.
Letters from current and past employers stating position, duties and earnings, backed by pay slips, SSS contribution records and payroll deposit records. The Manila work permit checklist names all of these. For Express Entry, the duties in each letter must match the NOC you claim.
Bank books and statements covering six months, or fixed deposits, together with income tax documents and employment letters. For Express Entry, each bank must also issue a letter on letterhead with account numbers, opening dates, balances, six-month averages and outstanding debts.
