PGWP eligibility in 2026: does your program actually qualify?

The Post-Graduation Work Permit is the bridge from studying to staying. But many programs do not lead to one — and students often find out after they have paid. Here is exactly what makes a program PGWP-eligible in 2026, and how to check yours before you commit.

The four rules that decide PGWP eligibility

A program is only PGWP-eligible if it clears all four of these. Miss one and the work permit — and the Canadian experience that leads to PR — is off the table.

DLI with PGWP status

Not every Designated Learning Institution offers PGWP-eligible programs. The school must hold PGWP status, and the specific program must qualify — this is where most costly mistakes happen.

At least 8 months, full-time

The program must be a minimum of 8 months, full-time, and delivered primarily in person. Distance or part-time study generally does not count toward PGWP eligibility.

Language test (since Nov 2024)

A valid language result is mandatory for study permits issued on or after 1 November 2024 — CLB 7 for university grads, CLB 5 for college grads, less than two years old.

Field of study (college grads)

College and non-degree grads must study a field IRCC has linked to a long-term labour shortage. Degree grads are exempt. IRCC can change the eligible list at any time.

What changed on 1 November 2024

Two rules took effect for every study permit issued on or after 1 November 2024, and they still govern PGWP applications in 2026:

A mandatory language test

University graduates must prove CLB 7; college graduates must prove CLB 5, in English or French. The result must generally be less than two years old at the time you apply for the PGWP.

A field-of-study requirement for college grads

Graduates of college and other non-degree programs must have studied in a field IRCC has tied to a long-term labour shortage. Bachelor’s, master’s, and doctoral degree graduates are exempt. IRCC updates the eligible-fields list based on labour-market needs, so it must be confirmed on canada.ca before you enrol.

How long your PGWP will last

PGWP length is tied to the length of your program, up to a maximum of three years. You can only ever receive one PGWP, so the program length you choose has a direct, one-time effect on how much Canadian experience you can build toward PR.

8 months to under 2 years

PGWP equal to the length of the program.

2 years or longer

Up to a 3-year PGWP.

Which programs are PGWP-eligible in Canada in 2026?

When do I have to apply for my PGWP?

You must apply within 180 days of receiving written confirmation that you have completed your program. Your study permit must have been valid at some point during those 180 days. Do not wait for convocation — the clock starts from the completion letter or final transcript.

Does a PGWP guarantee permanent residence?

No. A PGWP is an open work permit that lets you gain Canadian work experience — it is a bridge, not a decision. That Canadian experience is what raises your CRS score and opens Express Entry (Canadian Experience Class) and many Provincial Nominee Program streams. The program you choose at the start is what keeps this door open.
